If you have proof that they are actually using illegal drugs, or illegally taking medication that is not legally theirs, then yes you can.
It's legal to call the cops for whatever you want. It's then up to the cops whether or not to do anything about it. This decision would be based on how much evidence you have.
i don't really think it's ever illegal to report illegal activity. i'm guessing you aren't the parent of this individual, so in the event you are a friend, teacher, friend's parent, etc...i think the first thing you should do is talk to the kid's parents. if that doesn't seem to do any good, then i would contact law enforcement. i'd like to add though a few things, being a minor that once did drugs. what action you take depends heavily on the kid's age and what drugs you think they may be doing, or that you have evidence of them doing. if the kid is 17 and smoking pot on the weekends, i wouldn't worry about it. not that i'm saying toking is rampant amongst minors and should be expected, it's just that it's not unheard of. when i was teenager everyone i knew no matter what ethnic background or social group they came from, all smoked a little reefer recreationally. now if it's something heavier like meth, coke, inhalants, heroin, etc...then i would take some action. anything less than that i would keep my nose out of.
Why wouldn't it be? It is illegal to make a false report. Depends on the age of the minor but you also might want to report it to child protective services if he/she is under the age of 13, they'd have to get involved anyway.
